France undergoes biggest revolution in 200 years

As France prepare to host millions of visitors at the Euro 2016 Football Championships, a state of emergency has been extended in the country as it faces its largest protests in recent history. 

Hundreds of thousands of citizens have taken to the streets in France, amounting to what some are calling the new French Revolution amid a total media blackout in Western news outlets.

The first collaborative protest against the Socialist government since Hollande came to power in 2012, kicked off on 9 March. On March 31, nearly 400,000 people took to the streets, disagreeing with the sweeping changes to labor laws; though organizers put the number at 1.2 million.

On April 9, about 120,000 people marched in Paris and across France for a sixth time, protesting against contested labor reforms. Organizers called for yet another strike on April 28, and a massive protest on May 1, Labor Day.  Reports of police officers clashing with protesters, deploying tear gas in several French cities, and protesters burning vehicles, smashing windows flooded the Internet.

In his response, Interior Minister Bernard Cazeneuve said in the city of Lyon:

“I call on the organizers of these demonstrations to condemn with the same firmness that I do the unrest caused by these handful of thugs.”

Demanding a complete withdrawal of the draft reform bill, French workers stepped up protests, rallies and blockades in the third week of May.  As per the latest updates, one in three gas stations across the country run dry, causing long queues at normally well-stocked stations. There are blockades at 5 of France’s 8 oil refineries. Nearly 1/5th of nuclear power output is cut by striking staff. Since the nation’s electricity supply has dropped, the government is forced to dig into its emergency reserves.

On May 26, more than 150,000 marched against the government’s plans to make it easier for firms to hire and fire. Reuters reports:

In the southwestern city of Bordeaux, about 100 people targeted a police station, throwing objects and damaging a police car. In Paris and in the western city of Nantes, bank windows were broken and protesters clashed with police. The next big day of protests is planned on June 14 [when French senators begin discussing the reform package], four days after the Euro 2016 soccer tournament opens in France. The CGT warned it could be disrupted if the government refuses to withdraw the draft reform bill.

Although, French Prime Minister Manuel Valls is willing to modify some of the proposals, workers’ unions are unwilling to back down. Particularly angry that the government is enacting a constitutional power to bypass parliament to pass the bill, several unions led by one of the country’s largest unions, the General Confederation of Labor (or the CGT),declared in an open letter:

“This week, the actions, the strikes and the blockades by workers from a number of industries to demand the retraction of this labor bill and to obtain new rights show that our determination remains intact.”

The Controversial Labor Reform:

1. Makes it easier for companies to lay off staff and cut costs in difficult economic times.

2. Allows companies to opt out of national labor protection rules if they reach in-house deals on pay and conditions with the consent of a majority of their staff – and not the trade unions.

3. Allows employers to extend the legal work week from current 35 hours to 48 hours – up to 60 hours with an ‘exceptional authorization’, and reduce overtime from current 25% to not less than 10%.

4. Proposes surtax on short-term contracts aimed at getting employers to hire more people on permanent contracts

5. Introduces a cap – 15 months of pay – on compensation in cases of unfair dismissal.

Plagued by dismal popularity ratings and high unemployment, President Hollande, who staked his whole term in office on improving life for the country’s struggling youth, says the labor reform is vital to tackle joblessness. Labor Minister Myrian El Khomri, too, defends the new labor law dubbed “the bosses law” by its opponents.

“This law corresponds to the situation in our country. We have an unemployment rate of over 10% the same as it was 20 years ago. It has improved over the last month, however that is not satisfactory. Our country created fewer jobs than other European countries [Between 2013 and 2015, 57,000 jobs were created in France, 482,000 in Germany, 651,000 in Spain and 288,000 in Italy.] So for me the text and the goal of this reform is to be able to just improve access to employment.”

However, opponents of the labor reform say it will threaten cherished rights and deepen job insecurity for young people by helping companies fire staff arbitrarily. Henry Samuel and Raziye Akkoc of The Telegraph observed:

The government believes it will create thousands of jobs but the IMF, and the French opposition say the reform doesn’t go nearly far enough to significantly reverse record unemployment, now at 10%, and soaring public debt, due to reach 98% of GDP next year.

What Lies Ahead

This is the first time a Socialist French government has faced a nationwide trade union rebellion in more than 30 years. The left’s opposition to the reforms has been vast, threatening to tear apart Hollande’s own support base.

The proposed reform has compounded the fury of many within the Socialist Party and the further left at what they see as the treacherous, rightward course of the Hollande-Valls government. The protests have been led by the former Socialist leader, and “mother” of the 35-hour week, Martine Aubry, who has resigned from all her official positions within the party. Aubry complains that the rewriting of French employment law in line with “liberal” pro-market dogma is a betrayal of the French “social contract.”

An online petition against the proposed changes has gathered over 1 million signatures, a record in France. According to a recent Le Parisien poll, a majority of French people favor labor reforms, but 70% oppose the government’s way of going about it.

It will be a political suicide for Hollande if he rolls back the labor reform – he has promised he will not run for re-election next year unless he manages to stem the rise in unemployment. But as The Guardian rightly notes, it is not just Hollande’s political survival at stake, though, but the image of France itself.

General Electric is one of the more notorious examples of this type of wealth draining leach. General Electric made $33 billion from 2010-2014, paid no taxes, and received $1.4 billion in refunds. Additionally, a huge chunk of that profit is straight from tax payer money to pay for the large number of defense and government contracts that are the primary source of their income.There, sir, is your leach!

Official Polls give a majority of french people against the labor law (70%), and majority (62%) think that it is governement that is blockading the french economy.

          • Thanks for the link. I stand by my original assertion. /Shades/ of the same color. Heck, it has already working in the US. In 1973, EEOC told businesses who they must hire – Is it my business or what? In the 1960’s businesses were told who they must serve – is it my business or not? (but customers may still discriminate in an organized fashion against business – boycott). Does my business exist to make money for me (and I need to employ people) or does it exist to provide a service to people (ie jobs for employees and products to customers)? From what I read in the webpage here, the people in France want a guaranteed amount of O.T. per week. But what if my business can’t afford that? Or how about in france, you are a big business if you have more than 50 employees and 93% of the businesses with fewer than 50 have 49 employees?

            Socialists have a lot of good ideas, but inevitably it comes around to forcing people to do what a Big Government deems in their best interest. Kiss your freedom and liberty goodbye, we know what’s best for you.

            Freedom means the freedom to run a business in the manner I deem fit. If I make poor choices, people won’t work for me. I need the freedom to adjust pay and hours or the government will force me to close my doors.

The laws on child labor were not instituted until the early 20th century in response to the use of children in the factories that grew rapidly during that era. Go back to school instead of demonstrating your ignorance. The problem isn’t the US, it is Pakistan that is not enforcing their laws. If the people in Pakistan will not speak out, then perhaps they want it that way.           • They move jobs over there because it’s cheaper to hire someone on for pennies on the dollar and ship their product over than it is to pay someone in the US to do it. You need to allow businesses and trade etc, but corporations need to have social and environmental responsibility and human beings and their lives need to not be tallied up in terms of only their economic value. Remember the scandal with the car manufacturers fixing their emissions tests? All cars on the roads have been pumping out 5-6 times more harmful particulates than was deemed safe by the WHO. Why? Because the manufacturers wanted to cut corners, save money, and make more profits. And hundreds of thousands of people have died because of it. Just because capitalism is more sneaky than socialism and you don’t notice what it’s doing because you personally are still alright doesn’t mean it works.

        • People from the former Yugoslavia know what it means to live under socialism. We have had free education, free health care, and the majority of working age people have had a job. Now, under capitalism, we have nothing but credit and debt, bailiffs,and to those who are fortunate enough to have a job,they are working for 300 eu or less.           • No that’s not the definition of socialism. Socialism is that the means of production, distribution, and exchange should be owned or regulated by the COMMUNITY AS A WHOLE. Given that the French community are outraged at this bill, it’s clear that this is not socialism. It’s a government giving power, against the wishes of the citizens, to employers to use workers in such a way that it will maximise their profits, with little concern for the actual workers themselves. That’s capitalism.

          • Actually that’s not capitalism at all. It’s closer to communism than capitalism. You should probably look up the actual definition of capitalism before trying to label something as capitalism. This is the government/state controlling the country’s trade and industry. The definition of capitalism is “an economic and political system in which a country’s trade and industry are controlled by private owners for profit, rather than by the state”.

            When the state starts to control trade and industry by bypassing parliament (the people’s voice in a republic) to pass bills relating to trade and industry that is the exact opposite of capitalism. The US hasn’t been capitalist in a long damn time which is why it’s started to go downhill and fall apart. In many ways the US has followed in France’s footsteps and this will most likely be no different.

            When the government/state keeps their nose out of things like employment, wages, work weeks, etc. the market becomes a workers market instead of an employer’s market. Employers can ask for 60+ hour work weeks and offer low wages if they want to but another company (perhaps their competitor) might offer shorter work weeks and higher wages as an incentive to attract higher quality employees. As a result, employees flock to the companies that offer the most desirable working conditions and the other companies are forced to adjust their own working conditions to compete. Suddenly, under true capitalism, the employees become the driving force because they clamor to apply for jobs with companies that treat them well and, as a result, more and more companies increase how they treat their employees.

            When you have government dictating to companies how much to pay and how many hours to schedule and benefits packages to offer it removes all incentive. The vast majority of companies start to simply meet the minimum and/or move their companies to other countries which reduces the number of jobs overall, does nothing to truly improve the working life and work environment of the employees with those still in the country and meeting the minimums and provides very little incentive for companies to ‘compete’ with one another for better employees by offering better packages.

            Case in point – Google. Everyone has heard about how Google treats it’s employees. They have fun rooms where employees can let loose on their breaks and play games, nap pods for employees who need a mid-shift siesta, the best benefits packages available etc. As a result anyone in the computer industry in the US would give their right nipple to work at Google and as a result of that, Google gets to be extremely selective about who they hire and cherry pick the very best of the best from the applications that they receive. Other tech companies that aren’t as big as Google gaggle over one another to try and pick up the best of the leftovers by offering incentives and work options as close to the squish-life at Google as they can. My company takes pretty good care of their employees with a much higher-than-average starting salary, cakes and decorations on everyone’s birthday’s and work anniversaries, they send flowers to someone when they’re ill, and we have a fantastic benefits and 401k package. This allows my company to be quite picky about who they hire as well. We don’t have nap pods and games rooms but they have a reputation for being a great place to work so they receive hundreds of applications every day and the company is full of well-dressed, well-spoken, educated, quality workers who are good at their job – if you start slipping, you lose your job and they find someone else willing to step up to the plate. Another company in the same city that does the same type of work offers $3 less per hour to do the same job, the benefits aren’t even a shadow of what we get at my company and when you drive past the building during shift change you see a crowd of rowdy, unruly, unkempt workers stumbling out the door like it’s a high school on the last day before summer break.

            Both companies started small but one company chose to invest in high quality employees which led to high quality service for the customer which attracted more customers which led to more revenue and the company grew to a multi-billion dollar company with national stock options. The other company chose to offer the bare minimum that the government allows which limited the quality of employees willing to work there which is reflected by the service that they provide to their customers which limits the customers willing to use their services and the company has remained relatively the same size for seven years.

            Were this country truly capitalist there wouldn’t be a ‘bare minimum’ dictated by the government and the company would either still offer what their offering with the same results or they would try to offer less and eventually drive themselves bankrupt because no one wanted to work there and be treated like crap.

            Capitalism works and it’s not evil in the slightest but ONLY if government truly keeps it’s nose out which is what capitalism is supposed to be. This country got to be what it is because of capitalism. We went from a fledgling nation to a global superpower in just 200 years. We’re still one of the youngest countries in the world and also one of the most powerful and we did it with capitalism. Unfortunately, the last 60 years or so have seen our government sticking their nose where it doesn’t belong more and more and, as a result, our unemployment grows, our people struggle to make a living, and more and more people demand government intervention to save them when the reality is that if government just stepped out and removed all involvement, we would right ourselves back to where we were before.

            Child labor, civil rights, wages, benefits, etc. are social matters that should be changed on a social level – i.e. ‘you discriminate against old people so I’m going to expose you publicly and millions of people will boycott your business making you either stop the discrimination or go bankrupt’ – not a government decree.

    • Either pure socialism or pure capitalism won’t work. You need to have a balance between the two. You need to allow businesses and trade etc, but corporations need to have social and environmental responsibility and human beings and their lives need to not be tallied up in terms of only their economic value. Essential services for society such as energy, water, transport, healthcare, prisons etc, should be run not for profit but to keep society running so that people can work and prosper for themselves, rather than working in order to simply pay for the profits of businesses making money off of human need. We’ve seen what privatisation does to essential services in our country.

      A small number of individuals should not control the majority of the wealth – it leads to a silent dictatorship where the powerful and wealthy dictate the actions of government (and media) behind the scenes, meaning that our democratic rights as citizens and the freedom of our press are just an illusion and a sham. The way capitalism is going at the moment is incredibly short sighted and unsustainable. All it is about is increasing profits year on year – just making a profit is not good enough, it has to be MORE than last year. All that leads to is companies needing to cut corners, expand from selling groceries to selling insurance and mobile phone contracts etc, squeeze more for less out of their workers – which will just eventually lead to poorly paid people being unable to consume shoddy products and services at a fast enough rate to create profits, massive public outcries/riots etc, and most of the world’s money doing nothing to help the world, sitting in the offshore accounts of the greedy megarich.

Because the manufacturers wanted to cut corners, save money, and make more profits. And hundreds of thousands of people have died because of it.     • Actually that’s not capitalism at all. It’s closer to communism than capitalism. You should probably look up the actual definition of capitalism before trying to label something as capitalism. This is the government/state controlling the country’s trade and industry. The definition of capitalism is “an economic and political system in which a country’s trade and industry are controlled by private owners for profit, rather than by the state”.

      When the state starts to control trade and industry by bypassing parliament (the people’s voice in a republic) to pass bills relating to trade and industry that is the exact opposite of capitalism. The US hasn’t been capitalist in a long damn time which is why it’s started to go downhill and fall apart. In many ways the US has followed in France’s footsteps and this will most likely be no different.

      When the government/state keeps their nose out of things like employment, wages, work weeks, etc. the market becomes a workers market instead of an employer’s market. Employers can ask for 60+ hour work weeks and offer low wages if they want to but another company (perhaps their competitor) might offer shorter work weeks and higher wages as an incentive to attract higher quality employees. As a result, employees flock to the companies that offer the most desirable working conditions and the other companies are forced to adjust their own working conditions to compete. Suddenly, under true capitalism, the employees become the driving force because they clamor to apply for jobs with companies that treat them well and, as a result, more and more companies increase how they treat their employees.

      When you have government dictating to companies how much to pay and how many hours to schedule and benefits packages to offer it removes all incentive. The vast majority of companies start to simply meet the minimum and/or move their companies to other countries which reduces the number of jobs overall, does nothing to truly improve the working life and work environment of the employees with those still in the country and meeting the minimums and provides very little incentive for companies to ‘compete’ with one another for better employees by offering better packages.

      Case in point – Google. Everyone has heard about how Google treats it’s employees. They have fun rooms where employees can let loose on their breaks and play games, nap pods for employees who need a mid-shift siesta, the best benefits packages available etc. As a result anyone in the computer industry in the US would give their right nipple to work at Google and as a result of that, Google gets to be extremely selective about who they hire and cherry pick the very best of the best from the applications that they receive. Other tech companies that aren’t as big as Google gaggle over one another to try and pick up the best of the leftovers by offering incentives and work options as close to the squish-life at Google as they can. My company takes pretty good care of their employees with a much higher-than-average starting salary, cakes and decorations on everyone’s birthday’s and work anniversaries, they send flowers to someone when they’re ill, and we have a fantastic benefits and 401k package. This allows my company to be quite picky about who they hire as well. We don’t have nap pods and games rooms but they have a reputation for being a great place to work so they receive hundreds of applications every day and the company is full of well-dressed, well-spoken, educated, quality workers who are good at their job – if you start slipping, you lose your job and they find someone else willing to step up to the plate. Another company in the same city that does the same type of work offers $3 less per hour to do the same job, the benefits aren’t even a shadow of what we get at my company and when you drive past the building during shift change you see a crowd of rowdy, unruly, unkempt workers stumbling out the door like it’s a high school on the last day before summer break.

      Both companies started small but one company chose to invest in high quality employees which led to high quality service for the customer which attracted more customers which led to more revenue and the company grew to a multi-billion dollar company with national stock options. The other company chose to offer the bare minimum that the government allows which limited the quality of employees willing to work there which is reflected by the service that they provide to their customers which limits the customers willing to use their services and the company has remained relatively the same size for seven years.

      Were this country truly capitalist there wouldn’t be a ‘bare minimum’ dictated by the government and the company would either still offer what their offering with the same results or they would try to offer less and eventually drive themselves bankrupt because no one wanted to work there and be treated like crap.

      Capitalism works and it’s not evil in the slightest but ONLY if government truly keeps it’s nose out which is what capitalism is supposed to be. This country got to be what it is because of capitalism. We went from a fledgling nation to a global superpower in just 200 years. We’re still one of the youngest countries in the world and also one of the most powerful and we did it with capitalism. Unfortunately, the last 60 years or so have seen our government sticking their nose where it doesn’t belong more and more and, as a result, our unemployment grows, our people struggle to make a living, and more and more people demand government intervention to save them when the reality is that if government just stepped out and removed all involvement, we would right ourselves back to where we were before.

      Child labor, civil rights, wages, benefits, etc. are social matters that should be changed on a social level – i.e. ‘you discriminate against old people so I’m going to expose you publicly and millions of people will boycott your business making you either stop the discrimination or go bankrupt’ – not a government decree.

In 1973, EEOC told businesses who they must hire – Is it my business or what? In the 1960’s businesses were told who they must serve – is it my business or not? (but customers may still discriminate in an organized fashion against business – boycott). Does my business exist to make money for me (and I need to employ people) or does it exist to provide a service to people (ie jobs for employees and products to customers)? From what I read in the webpage here, the people in France want a guaranteed amount of O.T. per week. But what if my business can’t afford that? Or how about in france, you are a big business if you have more than 50 employees and 93% of the businesses with fewer than 50 have 49 employees?

      Socialists have a lot of good ideas, but inevitably it comes around to forcing people to do what a Big Government deems in their best interest. Kiss your freedom and liberty goodbye, we know what’s best for you.

The new laws are intended to facilitate hiring so that the curent unemployment rate of 24% of those under 25 years old can be improved. The French labor laws are so protective of employment, that it is virtually impossible for a business to adjust their employment to meet their needs. Therefore they resist hiring anyone.

It s no wonder the unemployment is so high (probably higher if their government is anything like ours when it comes to false statistics). 35 hour work week is not reasonable from the business-owner perspective and 48 certainly isn’t crippling. So, the company has to lay off the least performing of their employees and would keep its highest performers to stay afloat.
