Its a problem that arose over the coarse of 100 years, the best people say its was driven by many factors. Compared to the conventional bombardment of German cities, or those in someplace like Al Raqa Syria (ISIL/ISIS stronghold) with “smart bombs” there are many studies that demonstrate war is losey and bad for national economies. The key to winning wars, is based on destroying 60% of the ability for civilians to support war, and 40% of the enemies population. That is called Assured Destruction (AD), and dissimilar from MAD, or Mutually Assured Destruction.
