A Canadian immigrant who decapitated and cannibalized a passenger during a Greyhound bus journey has been set free by a court because he “does not pose significant threat to the safety of the public.”
The review board made its decision to grant Will Baker, formerly known as Vince Li, an absolute discharge, allowing him to walk out of court as a free man, writing in a statement it “is of the opinion that the weight of evidence does not substantiate that Mr. Baker poses a significant threat to the safety of the public.”
Will Baker, 40, told the court that the voice of God told him to kill 22-year-old Tim McLean and so he left his seat at the front of the bus and sat down next to McLean at the back of the bus. McLean smiled and asked how he was doing, and later put on headphones and closed his eyes.

Baker then produced a large “Rambo” knife and stabbed McLean in the chest and neck, mutilating him as passengers fled from the bus. The driver and two other passengers attempted to help McLean, but Baker slashed at them with his knife through the door.
Baker later paraded around the Greyhound bus, covered in blood, showing the man’s decapitated head to the crowd of horrified witnesses. Witnesses state he then returned to the body and started butchering it and eating pieces of the corpse.
However after promising the court that he will take medication for schizophrenia, Baker, who arrived in Canada as a refugee, was found not criminally responsible for the grisly crime, and has been allowed to walk free – a decision that has outraged the victim’s mother, Carol de Delley.
Posting on Facebook, she wrote, “I have no words.” She had previously begged the court not to release the man who decapitated and cannibalized her son, pointing out there were no guarantees he would stay on his medication.

Parliament member James Bezan of the Conservative Opposition Party also objected to Baker’s release. He pointed out it was an insult to McLean’s mother and other relatives.
Chris Summerville, executive director of the Manitoba Schizophrenia Society, advocated for Baker.
“He is no longer a violent person,” Summerville claims. “I will say, yes, he absolutely understands that he has to (take his medication) and has a desire to live a responsible, moral life and never succumb to psychotic episodes and not to hurt anybody ever again.”
