House Passes Bill Allowing Americans To Be Tracked Via Microchips

American citizens to be tracked via microchips as House passes new Orwellian bill

The House of Representatives passed an Orwellian bill on Thursday allowing for the routine tracking of American citizens via microchips.

H.R. 4919 (also known as Kevin and Avonte’s Law) which passed with an overwhelming 346 to 66 majority, allows authorities to create, establish and operate “locative tracking technology programs.”

Dailycaller.com reports:

The programs mission would to find “individuals with forms of dementia, such as Alzheimer’s Disease, or children with developmental disabilities, such as autism, who have wandered from safe environments.”

Additionally, the bill would also require the attorney general to consult with the secretary of health and human services and other health organizations to come up with best practices for the tracking devices.

While advocates of the legislation — like Texas Democrat Rep. Sheila Jackson Lee and New Jersey Republican Rep. Chris Smith — point to tragedies that could be averted by law enforcement using such technology to find those with mental disabilities who wander into dangerous circumstances, others, like Texas Republican Rep. Louie Gohmert, say the good intentions of the bill could be broadly interpreted.

“While this initiative may have noble intentions, ‘small and temporary’ programs in the name of safety and security often evolve into permanent and enlarged bureaucracies that infringe on the American people’s freedoms. That is exactly what we have here. A safety problem exists for people with Alzheimer’s, autism and other mental health issues, so the fix, we are told, is to have the Department of Justice, start a tracking program so we can use some device or method to track these individuals 24/7,” Gohmert said in his floor speech.

He later went on to say, “Sponsors of the bill tell us not to worry, because they got language in there that says the tracking device cannot be invasive, it is totally voluntary AND it is only a couple of million dollars to get it started –so it is not all that much money.”

Gohmert explained, “It is absolutely staggering that the Republican majorities in the House and Senate could be so blind to government overreach that they would allow a federal tracking program, not for criminals in the U.S., not for terrorists, not for illegal immigrants or even immigrants who commit crimes, but for people with ‘developmental disabilities’ a term that is subject to wide misinterpretation. The Senate Republican leaders even brought it to the floor with almost no one there and asked that the new Big Brother program be passed without even having a vote at all – someone just asks for ‘unanimous consent.’ Since no one is advised about the bill being brought up, no one who would object knows to be there, so it passes without anyone ever actually voting for it.”

Rep. Smith, the bill’s main sponsor, however, argued in a press release following the passage of the legislation that the bill will fill a great unmet need, particularly in the autism community—since 2011, over 100 individuals with autism lost their lives after wandering from a safe environment,” said Smith. “Time and training are of the essence when individuals wander and Kevin and Avonte’s Law can help equip local law enforcement with the training and technology to bring these children home safely.”

  1. Come on, did you even read the law actual text? It clearly states that the gps trackers are non-invasive. We currently use angelsense gps trackers for our two boys with autism and strongly support this law. The main part of the law that we should all be focusing on is where funding would be made available for families that need help to pay for such devices. We have one boy that wanders and without our angelsense we wouldn’t be able to find him when he takes off. The schools where our boys go to have been very cooperative, but it’s not always the case. I have friends that their school actually blocks the gps during school hours and if a kid gets off campus, they have no way to find them. The gps watches only work if you know someone is missing and only have a small radius of coverage. It’s my desire to see the government take this seriously and actually help our special needs community. I hope that people will actually read it for themselves. Maybe you can change your headline? It’s very misleading.

    • Good for you. I don’t want this. Why? Because today it’s your kids, but tomorrow it will be everyone, and it will be invasive. You have no idea what you are even asking for here. You are asking for the choice to be taken away from people as to whether or not they want to be tracked like a prisoner.

      • I agree with everything Gohmert said, especially about how this programs, although presented as innocent and always to “help” people and for “convenience,” sooner or later will manifest its real intention, which is a completely microchipped population. And what business does the Department of Justice have monitoring people with disabilities? Does anyone even ask that question?

        • Well for one Aluminium causes Dementia and alzheimer’s, Secondly 200 million Tons of it is being sprayed over California in chemtrailing. The Chemtrailing is being used to bounce back the Ultra Violent Rays from the Sun’s UV rays. Our Ion’s Field is the field that protects us from the UV lights that is being destroyed by H.A.A.R.P . Magnetic field has already been cracked. Going back to the MicroChips…….Totally against Christianity and so is PaceMakers and even those are not full proof from E.L.F read your E.L.F handbook.

    • Um that is why we have NURSING HOMES. EXCUSES. world domination with complete control over humans.They hate what they cannot control. Unjust laws. Just like the Patriot Act Law.

  2. How difficult is it to remove the chips? In race horses they tattoo a number inside the upper lip. The tattoo includes a code that indicates the year the horse was born. This could be done with human females to keep track of the ones trying to have more than one child. Having only one child, except in unforeseen multiple births, should help within a few generations to get the human population down to a more manageable one billion. We need to sacrifice extreme fecundity for now until the human population is only a billion. Since half of all births, roughly, are male, each generation would be half as big as the prior one. This could also be used after illegal immigrants have been caught so that the punishment can be more and more severe after each new illegal re-entry. Of course, DNA tests could be used but are too costly and take too long to get results.
